Subject: Block IIR Power Level (info from ION Newsletter)

The Institute on Navigation (ION) Newsletter, Vol 6 No. 3, has an
article entitled, "AF Finds GPS Power Performance Unchanged" 
newsgroup readers may find the following excerpts interesting:
The article reports that the US Air Force indicates that "... the
upcoming Block IIR GPS satellites will perform at the current 
satellite power levels of the Block II/IIA satellites now in orbit."
The GPS Joint Program Office was reported to have issued a statement 
saying: "All GPS receivers currently in use and in future design can 
expect the same level of performance from the signal power level 
provided from either a Block II/II/A or Block IIR satellite." 
The JPO reports that "Based on actual factory test data from the first
two Block IIR satellites we predict a 3.5 dB link margin -- the same 
as the actual power measurements from the Block II/IIA satellites now
on orbit."
The newsletter indicates a full copy of the statement is available

Also in the newsletter are articles discussing interoperability issues
for GPS/GLONASS combinations.  There is a GLONASS-GPS Interoperability
Working Group of the ION. For more information visit the ION web site

BTW, the Transit navigation satellite system ceased operations on Dec 
31, 1996.  The Omega system is to be closed down by the end of 
Sept. 1997.

Subject: Penn State U Surveying Web Site

The Penn State University has a new web site devoted to their 
surveying program at the Wilkes-Barre campus.
The site has some information about their new CORS network (tied to 
the NGS CORS), information about their B.S. in Surveying program plus
some free software (dealing with adjustments, matrices, statistics and
surveying computations).

Subject: Kansas and Missouri Land Surveyors

      Need to know what is required for licensure in your states, when 
licensed in another. Local/State test? Minimum education? I have called
both licensing departments, the assistants didn't know and the 
dept. heads didn't seem to ever be in their office to answer questions. 
Appreciate any input.

	The Continuously Operating Reference Station (CORS) GPS network 
managed by the  National Geodetic Survey (NGS), NOAA, is  operating in 
an experimental  mode and will  continue to do so until the  network is
declared fully operational in 1997.  Full CORS integrity monitoring
has not been implemented by NGS at this time.  NGS will do its best to 
ensure the reliability of this service in the interim but, because of 
this status, users of the CORS data should  be aware that NGS cannot 
ensure:
1.  That all current sites will be operational at all times or will be
    kept as part of the final network configuration;
2.  That all GPS data, positional information, utility  software, or
    ancillary information  which has been posted is 100 percent correct
    and without error; and
3.  That any additional  proposed sites that are added in the future 
    will remain  operational or will be kept as part of the network.
