We have a few problems here;
First of all why 12 dp ?
I don't know of any measurement system accurate over that sort of
range to more than 1 in 10^7, so any conversion after that will be
limited by the error in the measurement technique (in practice
probably a good deal before that level).
Secondly all 'redundant' (ie non SI) length units were rounded to 
the nearest few DP anyway to ease conversion.

Per the "Rules of Mo. Board for Architects, Professional Engineers & Land 
Surveyors", Revised 4/1993, 4 CSR 30-4.080 Evaluation-Comity Applications-Land 
Surveyors:  'Any applicant for registration as a land surveyor on the basis of 
comity provisions of section 327.381, RMS (Revised Missouri Statutes) who has 
been registered as a land surveyor in another state may be allowed, at the 
discretion of the Land Surveying Division (of the Board), to sit for an oral 
examination consisting of material to be determined by the Division; however, 
if the applicant has been registered as a land surveyor in another state for 
less than five years or who is not engaged, at the time of his application, in 
active practice of land surveying, must take (and pass) Part IV-A and Part IV-B 
of the written land survey examination before being registered.'
NCEE parts I, II & III are what you take to receive your LS in almost all 
states.  Part IV-A covers Missouri statutes & rules related to "Standards of 
Practice" of the Mo. Land Survey, the U.S. system of public land surveys in 
Mo., the Mo. State Plane Coord. System and other areas of professional practice 
in Mo..
NCEE Part IV-B covers the Principles & Practice of Land Surveying.
On a basis of 100%, as perfect, a passing grade of 70% will be required.
I would suggest you contact Sandra Boeckman, Executive Director of the Mo. 
Assoc. of Registered Land Surveyors (MARLS), for a Surveyors Handbook, which 
can be purchase through them.  It contains all the latest Standards of 
Practice, and the Mo. Min. Stds. for Boundary Surveys, which you will need to 
know by heart, for either the written or oral exams.  It was just recently, 
completely overhauled.  Here are the important numbers:

Hope this has helped you out.  I'm interested in what Kansas requires, since I 
dropped the ball 10 years ago.  I sent my application, paid my fee, and was 
told to drop by Topeka, at my convenience, to take the State portion of the 
test, but changed job locations, and never made it.  I still think about 
dropping by some day, and saying, "Hey, I finally made it!"
