Ron,
As Dave mentioned, Professor Hermansen has done much research on this 
matter. He can be reached at the U. Maine Spatial web site. He has been 
very helpful to fellow surveyors in the past.  I took his advanced 
Boundary Law course in which he covered this issue. Three quick references 
are:

C E Ball are also founder members and active participants of CITE and 2 
years ago were the first QS in the UK to produce CITE compliant

This is not entirely true. .C&G; works inside AutoCAD r12 and r13 for
windows 3.x and 95. . I understand a stand alone windows version is
imminent. . . I use C&G; in AutoCAD for bringing in points and
automatically separating them to appropriate  layers and symbols then
completing topographical and cadastral surveys. I do however prefer
(perhaps its because I started there) the dos interface for
transformations, conversions, cogo, etc. etc..This can be run inside a
dos window. But I think it can't touch say Eagle Point or Softdesk for
Earthwork and Civil design applications. I wish I could find ONE
solution but I find things about each that fit the bill. (IMHO). . .

	The Continuously Operating Reference Station (CORS) GPS network 
managed by the  National Geodetic Survey (NGS), NOAA, is  operating in 
an experimental  mode and will  continue to do so until the  network is
declared fully operational in 1997.  Full CORS integrity monitoring
has not been implemented by NGS at this time.  NGS will do its best to 
ensure the reliability of this service in the interim but, because of 
this status, users of the CORS data should  be aware that NGS cannot 
ensure:
1.  That all current sites will be operational at all times or will be
    kept as part of the final network configuration;
2.  That all GPS data, positional information, utility  software, or
    ancillary information  which has been posted is 100 percent correct
    and without error; and
3.  That any additional  proposed sites that are added in the future 
    will remain  operational or will be kept as part of the network.

The CORS Information Center has been experiencing communications problems
with some CORS sites during the last week.  This has resulted in the
unrecoverable loss of data from some US Coast Guard and US Army Corps of
Engineers sites.  The principal days affected, to date, have been January
6-9 and January 15-16.  We are working to isolate and correct the problem.
We apologize for any inconvenience this may have or will cause you.
