Your discussion shows that you have put some serious thought to this
subject.  Having been involved in nuclear waste disposal regulation
for about 15 years, I can only say that your argurments have merit.
You may be interested in a recent international consensus document
that discusses some of the ethical issues involved.  It is found on
the NEA/OECD web site at www.nea.fr/html/rwm/geodisp.html.  You might
also benefit from some of the discussion that accompanied the issuance
of the regulation for low-level radioactive waste disposal in the
US--10 CFR Part 61, in particular you would need to try to find a copy
of the Draft Environmental Impact Statement that accompanied the
rulemaking activities in the late 1970's and early 1980's.   Remember
that there is no absolute answer and any answer will be difficult!
