Student Paper Competition The World Society of Victimology (WSV) invites students to join the paper competition 1997. This competition is to promote the scientific development of victimology and to encourage and to assist young victimologists. It is open to all enrolled students of institutions of higher education, including the students of the Inter University Center Dubrovnik Post Graduate Courses 'The Victim and the Criminal Justice System' - held in exile at the Free University (VU) of Amsterdam and since 1997 in Dubrovnik again. It is not required that the participants are already members of WSV. The WSV Awards Committee will split the total price of US $ 2,000 among the two students ranking first and second in this paper competition. The Award is granted to present the price winning papers personally at the 9th International Symposium on Victimology from August 25 - 29, 1997 in Amsterdam, Netherlands. If not used this way, the Award is lost. The price winning papers must not be published elsewhere, but will be published by the World Society of Victimology. The copyrights in the competition are with WSV. Legal action is excluded. The papers, scholarly written, must have a topic of victimological relevance, dealing with a problem in the area of theory, research and victim assistance. The papers must be written in English, footnoted and typewritten, may also be turned in by diskettes (WordPerfect), not to exceed 20 pages double spaced. They developed a database of patents so their engineers could easily search them. The database consists of all US patents issued since January of 1971. The server will eventually handle something like 1 trillion bytes of data. They claim the searchable database is proof of their ability to deliver hugn the web. The weekly German news-journal 'Der Spiegel' reported in one issue during the last month that hemp-farming is a very interesting and growing market in Europe. The strains used have almost no marijuana at all, so that the 'value' is purely agricultural. From that report and some other sources I would like to say that your 'BUT IT WOULD BE WRONG!' is a special situation in the US, where every president or every other one has to start a 'War on Drugs' with the Pentagon at the fore-front. (I am against the consumption of drugs, but think this militaristic strategy is silly and futile.) The politicians in Europe do and did not seem to mind; if I remember correctly, the initial re-invention of hemp-farming and the development of special machinery was even subsidized by the European Union and the member states. As Grady Russell has ably explained, looking for a job is itself a full time job. Accordingly, those who wish to learn a subject deeply face a conflict of interests which tends to divide them roughly into two groups: (1) the body builders (2) the estate builders The former keep their minds on the subject they are learning. The latter keep their minds on their personal advancement. It would be nice if one could focus on perfecting oneself in the subject one is learning and be rewarded for it. Instead, one is rewarded for neglecting the subject one is learning and concentrating on administrative work; in the present instance, the adminstration of one's job hunting and career development. There needs to be a place, and not a dismal one, for the idea that it is worthwhile to develop oneself in ways that are not specifically related to one's marketability. I have to comment that this is where I see a societal evil of lawyers - data suppression. True facts revealed would save lives elsewhere, in other industries. That they are not revealed (expected) means some one else gets to learn the hard way. The company _might_ privately share this with local competitors, but the learning then does not extend to other countries or industries with similar pressurized systems for whatever purpose. This is not socially responsible use of information obtained via loss of life.
