I tried that web site, but they only had data for quakes in the Western 
Hemisphere.  I'm at 24 deg N Lat, 121 deg E Long.  (Hualien is on the 
east coast of Taiwan, the same latitude as Taichung, but on the opposite 
coast.)
Could someone help me to find data about this earthquake.  Here's the 
facts again:
11/14/96,  0140 UTC,  Hualien, Taiwan,  24 N, 121 E,  and it felt like 
about 5.0 mag. (no major damage, but pretty strong horizontal jolts, 
about one jolt every two seconds, lasting 10 or 15 seconds total).
If anyone can help me, it will deeply appreciated.

All of the information in this notice represents expressions of
personal opinion.
PREDICTION  -  Around 1 PM (21:00 UTC) on Sunday, November 10,
1996 I circulated an e-mail message to a U.S. based earthquake
prediction group which I am a member of which stated:
"On Saturday and Sunday (the 9th & 10th) I picked up three low
intensity approaching earthquake type warning signals.  If an
earthquake were to occur I would expect to see perhaps 5 to 20
casualties."
NEWS REPORT SUMMARY  -  A powerful earthquake occurred in
southern Peru on Tuesday (Nov. 12) killing 15 people and injuring
as many as 700 others.
COMMENTS
1.  When I pick up a very rare high intensity warning signal
associated with a truly catastrophic earthquake it is easy to
make a connection.  But with these low intensity warning signals
which I pick up perhaps once every month or two I can presently
only say that it appears likely that such a connection exists.
2.  The earthquake prediction procedure which I use was outlined
in my April, 1996 "Geo-Monitor: Earthquake Prediction News"
publication on earthquake sensitivity.  A more recent version of

3.  Since that paper was published I have learned quite a bit
more about the nature of earthquake sensitivity and my own
earthquake warning experiences.
4.  TIME WINDOW  -  If an earthquake does occur it will most
likely happen during a time window of roughly 12 hours to 72
hours after I detect a warning signal.  There is a lesser chance
of one occurring during the following three weeks.
5.  WARNING SIGNAL INTENSITY  -  For me this is dependent on a
number of factors including the magnitude of the approaching
earthquake and the number of people who live near the fault zone.
The Peru earthquake was fairy powerful.  But I understand that it
occurred some 85 miles out at sea.  And occurring so far from a
populated area it produced only a low intensity warning signal.
6.  My estimate based on the strength of the warning signal that
I picked up would presently be 5 - 20 casualties.  A broader
estimate with a lower probability would be 0 - several hundred
casualties.
7.  I cannot presently tell WHERE an earthquake is about to
occur.  So I have to look around for that information.  Options
are to ask other earthquake sensitives and to check several
earthquake prediction sites on the Web.  This is a difficult and
time consuming process.  And for these low intensity warning
signals such an effort can be unproductive as there may not be
any location information available anywhere.
8.  In the event that I pick up another high intensity warning
signal as I believe I did a day or two before the late 1993
catastrophic earthquake in Maharashtra, India and two and a half
weeks before the deadly January 17, 1995 earthquake in Kobe,
Japan then I plan to stop all other activities and work
exclusively on making a location determination and circulating a
warning.
9.  If my proposed Internet based earthquake precursor data
related earthquake prediction program is ever developed then that
location process will, I believe, be much easier.  A

10.  I appear to detect the approach of only those fairly rare
earthquakes which are likely to produce fatalities.  But the vast
majority of earthquakes are harmless.  And most earthquake
sensitives detect the harmless ones as well as the deadly ones.
Even the relatively small number of people that I myself compare
notes with generate and circulate such an enormous amount of
prediction information every day that it would probably be
impossible to evaluate it without one of those computerized
earthquake prediction programs.
EARTHQUAKE PRECURSOR DATA COLLECTED FROM REMOTE LOCATIONS
1.  People living in remote villages around the world would be
given inexpensive radio transmitters which had a 0 - 9 number
keypad and a SEND key.  They would use special codes to enter
earthquake precursor information and then transmit it to a radio
receiver somewhere or to an orbiting satellite which would relay
the data to a ground station.  From there it would be sent by
telephone to the Internet computer running the earthquake
prediction program.  The information would then be evaluated,
stored in downloadable files at some Web site, and displayed on
expandable, interactive maps.
2.  Various procedures would be used to send earthquake
advisories back to people living in those remote villages.
3.  Several million dollars worth of those proposed radio
transmitters which would also be used to transmit information
about other types of disasters and medical problems etc. would
probably provide us with a reasonably good global earthquake
precursor data picture.  I believe that such a network might have
saved the lives of some of those unfortunate people who died last
Tuesday in Peru.
Finally  -  I have another short but important note in this
present series which deals with an international survey regarding
earthquake sensitivity.  It may be posted next week.
